Building Codes were established a long time ago as a way to ensure a minimum level of safety and sanitation. Plumbing codes keep our houses sanitary. Electrical codes reduce the risk of accidental electrocution and our homes from burning down. General building codes help stop the spread of fire if they do burn, but they also dictate structural stability based on natural calamities such as hurricanes, earthquakes, wind, flooding or temperature conditions as well as man-made events such as fires. It also mitigates slow degradation that can lead to structural catastrophes, like rotting beams or deck ledgers — it seems like every year we hear about a second or third-story deck collapse.Perhaps the most important part of the safety and sanitation mission is dictating a minimum standard without unintentionally creating un-affordability. If no one can afford to buy a home, it doesn’t matter how safe or sanitary it is built.The International Code Council (ICC) publishes the International Building Code, International Plumbing Code, International Mechanical Code and the International Fuel Gas Code. These codes are the typical reference documents for a new commercial building. The ICC also publishes the International Residential Code (IRC) that is normally the reference document for new homes. The IRC includes architectural, structural, energy efficiency, plumbing, mechanical, fuel gas and electrical provisions all in one book, but for new construction. The International Property Maintenance Code sets out the minimum code requirements for existing buildings. This code establishes those conditions that are regarded as unsafe and allows an inspector to order repairs necessary to mitigate the unsafe condition. The International Energy Conservation Code goes farther than the IRC in energy efficiency measures and is more commonly used for commercial buildings.Uniformity and consistency across the nationBuilding Codes have been historically regulated at the local or state level in all 50 states. The need for more consistency has lead to model codes across large regions of the country. The result in the early twentieth century was three separate major codes developed by different associations — the Uniform Building Code (ICBO), the Southern Building Code (SBCCI), the BOCA Basic Building Code (BOCA) and the One and Two Family Dwelling Code (CABO). While this was an improvement, it still was cumbersome for the builders, architects or engineers working in more than one jurisdiction.Worse, the different standards meant that various parts of the United States had higher or lower standards for safety, sanitation and health. However, with the advent of the IRC in 2000, this improved dramatically. The IRC, now in its 4th edition, is adopted in 48 states and the District of Columbia. Now the country is more consistent in building code enforcement that ever before. While the model codes help establish uniformity across the continent, each jurisdiction amends the code to reflect local tradition, custom, or circumstances. Because of this, building codes still sometimes conflict across city, county or state boundaries. Over time, these boundary disputes will become fewer, but thanks to the 10th Amendment to the Constitution, they will always be present. Because of state autonomy guaranteed by the 10th amendment, there will never be a federally enforced building code across all 50 states. Hopefully, there will be more consistency as more states decrease local amendments.

“We’re repurposing the site for what we believe is a modern grid type of product,” he said, pointing out the project will be able to utilize mine roads and a high-voltage power connection to reduce new environmental disturbances.In November 2013, one of the then-suspended mine’s tailings dams failed, releasing an estimated 670 million litres of slurry into two creeks that fed into the Athabasca River, thus sending fine rock, clay and unrecovered coal particles as far as Lake Athabasca, 500 kilometres away.The mine owner was handed nearly $4.5 million in federal and provincial penalties in 2017.The Canyon Creek facility will consist of two new 40-hectare water storage ponds, connected by a five-kilometre, two-to-three-metre-wide pipeline, Horton said.At night, when power demand is low, water will be pumped from the lower to the upper pond, gaining 500 metres of elevation. When demand is high, the water will flow the other way, turning a turbine generator producing 75 megawatts, enough to power about 50,000 homes, for up to 37 hours at a time.“Typically, the price of power goes down during the night because we’re all sleeping, industry isn’t using it and, in Alberta, in fact, the wind blows stronger at night,” said Horton. Horton said he is also looking for customers to sign long-term contracts but hopes to start construction on the much smaller Canyon Creek project by next spring and have it operational by the end of 2020. New Delhi: The Government will come out with the first ever Rs 20 coin which will be shaped like a 12-edged polygon with a design of grains to denote farm dominance in the country. Besides, new series of one, two, five and ten rupees coins too would be minted, which will be circular in design and have denominations written in Hindi script.The exact date of issuance of these new series coins is yet to be announced. The Rs 20 coin will weigh 8.54 gm and its outside diameter will be 27mm with the outer ring made of nickel silver and the centrepiece of Nickel brass, a finance ministry notification said. The reverse side of the coin would have the denominational value ’20’ in the international numerals along with the Rupee symbol. “The design of grains depicting the agricultural dominance of the country is flanked on the left periphery of the coin,” the notification said. The new series one rupee and two rupees coin will weigh 3.09 gm and 4.07 gm, while the diameter would be 20 mm and 23 mm respectively. The face of all these coins shall bear the Lion Capitol of Ashoka Pillar with the ‘Satyameva Jayate’ inscribed below, flanked on the left periphery with the word ‘Bharat’ in Hindi and on the right periphery with the word ‘India” in English. As per Coinage Act, 1906, the Government of India has the sole right to mint coins and the responsibility for coinage vests with the Government. The designing and minting of coins in various denominations is also the responsibility of the Government. Coins are minted at the four India Government Mints at Mumbai, Alipore (Kolkata), Saifabad (Hyderabad), Cherlapally (Hyderabad) and Noida (UP). The coins are issued for circulation only through the Reserve Bank in terms of the RBI Act.

Rabat – After he had an accident with Tom Coronel in Marrakech, driver Mehdi Bennani of Morocco was disqualified from the race on Sunday for being underweight.This is big disappointment for Moroccans who were expecting their superstar to shine in the World Touring Car Championship that kicked off on Sunday in Marrakech.Bennani crashed into Tom Coronel at the startline, and Coronel’s Chevrolet was destroyed after it hit the wall hard and then bounced back across the track. Brandon Moore is no longer going to play for the Dallas Cowboys.After a change of heart, just a day after Moore verbally agreed to a one-year contract with the Cowboys, he decided to retire from the game all together.At the old age – by NFL standards – of 33 Moore didn’t want to quit, but after failed attempts to get his asking price of $3 million to $4 million, he decided it was time to move on with his life.“I was wrestling with it all night,” Moore told FOXSports.com’s Mike Garafolo on Wednesday. “I was excited, but when you start looking at all the personal factors that go into it and the commitment on the football side and you’ve been in a different mental state also the past three or four months because no action’s been happening, you kind of move on with your life.”He went on to say, “I was happy with that and fine with that. But when you get a call from a coach I care deeply for in (Cowboys offensive coordinator) Bill Callahan, you start to feel it, you get excited and you’re finally like, ‘I want to do it.’ But you map out the logistics of it all — the physical and mental commitment, the tear on your family.”Moore was rated fourth best guard in the NFL last season. A dominant run blocker and pass blocker protector for the Jets in 2012, he hasn’t missed a start since 2004. Moore still has a lot of play in him, and would have been a valuable addition to the Cowboys. It’s a shame he gave it all up.

Usually when someone is getting jumped on by a group of men it is a bad thing. For freshman Logan Schuss, though, getting jumped on was a good thing.“At first it wasn’t the best; I couldn’t breathe. But after that it was good,” Schuss said.Schuss was at the center of his team’s overwhelming celebration after Ohio State’s men’s lacrosse team won in overtime Saturday 11-10, after blowing a three-goal lead. Coach Nick Myers constantly encourages team to play a full 60 minutes each time out, but on Saturday they needed a little extra.With the score tied at the end of regulation, the Buckeyes went into sudden-death overtime. One minute and 10 seconds into the overtime, Schuss was able to find the back of the net for the win.“There’s no love for each other, so it’s always nice to come out and beat these kids,” senior goalie Brandon Freeman said.The Buckeyes were able to get the win, but it didn’t come easy.OSU only trailed once in the game when the score was 1-0, but they were never able to pull away.“We knew going into the game there was going to be a run,” Myers said.On multiple occasions, the Buckeyes had two-goal leads and once had a three-goal lead, but Penn State fought back each time. There is evidence to suggest the Ohio State versus Michigan football rivalry does not possess the same venom it once did, but the 2011 installment of “The Game” could reignite a once-passionate shared hatred between the two schools.The Buckeyes and Wolverines matchup has lacked interest of late, with Ohio State claiming six consecutive victory against “that team up north.” Not included in the winning streak is OSU’s 37-7 drubbing of Michigan in 2010 which was later vacated as part of the Buckeyes’ self-imposed penalties for NCAA rules infractions.During a Tuesday press conference, OSU coach Luke Fickell was asked if OSU players still define their careers by their performances against Michigan as they have been in years past.“It’s still the Ohio State-Michigan game, still the greatest rivalry in all sports,” Fickell said. “We wouldn’t attack it any other way.”Whether Fickell is correct or not, the fact that the question was asked suggests that some are speculating about “The Game’s” true significance.Fickell, along with Michigan coach Brady Hoke, has resorted to name calling in a vain attempt to emulate the way former OSU coach Woody Hayes would exchange barbs with the late, former Michigan coach, Bo Schembechler.Hoke has taken to referring to OSU as simply “Ohio,” and Fickell said Tuesday that his team wasn’t planning on using “hokey” trick plays against Michigan.“No pun intended,” a smiling Fickell said immediately following the remark, which elicited laughter from reporters.Hayes and Schembechler are dead — let’s not pretend that mimicking the “Ten-Year War” between Hayes and Schembechler’s “Ten Years” smack talk is going to bring this rivalry back to life.Methinks these quips aren’t necessary in order to restore the rivalry. The 2011 installment of the game should do the trick.The Buckeyes are 7 1/2-point underdogs heading into Saturday’s showdown at Michigan Stadium in Ann Arbor, Mich., according to a Tuesday listing on Vegas.com.It’s unfamiliar territory for Buckeye Nation to see its football team predicted by experts to lose to Michigan, but a possible result could be the revitalization of the lukewarm OSU-Michigan rivalry.Should Michigan win Saturday and reclaim bragging rights for the first time in eight years, that would surely get Buckeyes fans’ blood boiling in Columbus, Ohio.A Michigan win could also put a stamp on what has already been a successful regular season campaign in Ann Arbor. A gunman stormed two mosques in the city and shot worshippers, live streaming one of the shooting sprees. Marty Melville/Getty Images Australia’s biggest telecommunications carriers have blocked “dozens” of websites that continue to host footage of the mosque shooting in New Zealand. Australia’s largest carrier Telstra issued a statement on Tuesday local time saying it had blocked a number of sites still hosting the footage, which shows a gunman storming a mosque in central Christchurch and gunning down worshippers as they prayed. Australia’s other major carriers Optus and Vodafone confirmed they had also blocked a number of sites. “We understand this may cause inconvenience for some legitimate users of these sites but these are extraordinary circumstances and they required an extraordinary response,” said Nikos Katinakis, Telstra group executive of Networks and IT. “We appreciate that it is necessary to ensure free speech is carefully balanced against protecting the community, but with these sites continuing to host disturbing content we feel it is the right thing to do to block them.”Vodafone issued a similar response, saying it blocked dozens of sites to stop the further spread of the video and that it was lifting the blocks once it became aware the footage had been removed. The move follows swift action taken by New Zealand carriers in the aftermath of the shooting to temporarily block sites hosting the footage and request it be taken down. 2 While Telstra didn’t name the blocked sites, CNET was able to confirm that message board sites 8chan, 4chan and Voat were longer accessible through the Telstra network. The alleged shooter behind the attack, an Australian national living in New Zealand, posted links to the livestream of the shooting as well as a lengthy screen justifiying his actions, on 8chan before the shooting. The extraordinary decision by Australian carriers follows powerful statements from the country’s top politicians on Tuesday, criticising social media networks such as Facebook for allowing footage of the shooting to spread. US lawmakers have also ordered companies including Facebook and Google, which owns YouTube, to appear before the House Committee on Homeland Security. The companies have been asked to explain their responses to the events on Friday and their plans to tackle the spread of extremist content on their networks. Ford’s emissions certification program is currently under the scrutinizing eye of the federal government.Ford on Friday announced as part of a US Securities and Exchange Commission filing that it’s currently subject to a criminal investigation from the Department of Justice. The investigation is focused on Ford’s emission certifications program, which is used to determine fuel-economy figures and emissions compliance.At the heart of the investigation is the “road load” estimation, which during a dynamometer (dyno) test estimates the force imparted on a vehicle from tire rolling resistance, aerodynamic drag and other factors. In its SEC filing, Ford was quick to stress that this has nothing to do with defeat devices like those found in VW’s diesel vehicles. Defeat devices are intentional pieces of hardware or software meant to skirt testing processes, which is a fancy way of saying “cheating the government.”Enlarge ImageEven inadvertent mistakes can be costly. Ford The Department of Justice declined to comment. In a forwarded statement, Ford said, “Our focus is on completing our investigation and a thorough technical review of this matter and cooperating with government and regulatory agencies.” In its SEC filing, Ford said it is “fully cooperating with all government agencies,” and that the automaker had already notified other state and federal agencies. Ford said in the same filing that it “cannot provide assurance that [the investigation and potential outcome] will not have a material adverse effect” on the company.Ford first announced that it was looking into its own emissions certification processes in February. At that point, a statement from the automaker said that there was “no determination that this affects Ford’s fuel economy labels or emissions certifications.” At the time, Ford hired a third-party firm to investigate its methodologies, which it did after several employees voiced concerns about the tests late last year.Road-load and coastdown estimation have caught automakers in a bad way before. In 2014, Hyundai and Kia paid a $100 million civil fine after bad road-load data led to incorrect fuel-economy ratings on about 1 million vehicles. Mitsubishi admitted in 2016 to administering coastdown tests incorrectly. Facing trauma in childhood can significantly change the structure of the brain, which may result in severe depression which could even be recurrent in adulthood, say researchers. The results from MRI scan images suggest that both childhood maltreatment and recurring depression are associated with similar reductions in the surface area of the insular cortex, part of the brain that regulates emotion and self-awareness. This reduction could make a future relapse more likely, said the study, published in The Lancet Psychiatry journal, which found childhood maltreatment one of the strongest risk factors for major depression in adulthood. Also Read – Add new books to your shelf”Given the impact of the insular cortex on brain functions such as emotional awareness, it’s possible that the changes we saw make patients less responsive to conventional treatments,” said lead researcher Nils Opel from the University of Munster in Germany. The study included 110 patients aged 18 to 60 years. Of the 75 patients who experienced a relapse, 48 had experienced one additional episode, seven reported two episodes, and six experienced three episodes. Fourteen had a remission period of less than two months and could therefore be regarded as having chronic depression. The findings are to develop or improve risk-adapted interventions for people susceptible to a worse long-term clinical outcome. Future research should therefore explore how the findings could be translated into care and treatment that could improve patient outcomes.

Users can also email the company at email@example.com to get an invitation.For now the new service is being provided alongside Gmail, which was launched in 2004. Global analyst firm CCS Insight has unveiled a series of thought-provoking predictions for 2019 and beyond at its annual event in Central London.Among its more interesting media-related forecasts is that SVOD platform Netflix will open its own branded cinema by 2022, a move that will allow it to diversify and promote its catalogue and increase loyalty among subscribers by offering special screenings.Among predictions regarding machine learning, autonomous cars and Facebook’s plans for extending its reach, CCS Insight also expects that, by 2023, unlimited data will be the default option for mobile tariffs in advanced markets.“As the value of mobile data continues to be eroded, competitive forces pressure operators to offer all-you-can-eat data bundles in the same way voice minutes and texts are sold today. Many tariff plans include unlimited data.”In the wireless arena, the company predicts that a “huge variation” in users’ experience of 5G in 2019/20 will result in a marketing headache. “Differing operator strategies will result in vastly different levels of performance and coverage. This will exacerbate the challenge of marketing 5G technology; it risks frustrating users as they try to compare oversimplified promises based on raw speed.”On the voice assistant front, the company expects more activity in the enterprise market from 2019. “With Amazon’s Alexa for Business already launched and Microsoft experiencing a growing number of queries into Office 365 from Alexa users, 2019 brings formal competition in speech assistants for enterprise/workplace.”Speech advances also mean it will be “possible to talk to almost every new connected consumer device sold in Western markets. Strong recent progress in speech recognition drives the trend, alongside greater integration with personal assistants such as Amazon’s Alexa.”Biometric-based smartphone security, phones with folding screens and increasing penetration of Chinese smartphone operating systems are other key features of CCS Insight’s crystal ball gazing. Returning to bricks and mortar, the company also anticipates Amazon buying a major retailer in Europe by 2019.CCS Insight CEO Shaun Collins said: “This year marks the biggest CCS Insight Predictions event to date. Well… I’ve been here for a week now, I have another conference to speak at starting tomorrow, and into the weekend, and then back home for a week before I head to Las Vegas… Before we get into the goings on today, I want to make this your first reminder that Mother’s Day is May 13th… Which is only 10 days away… If your mom is around, this is your chance to say thank you for being your mom… I lost mine in 1998… and each year at Mother’s Day, I find myself thinking of her… OK… just your first reminder, I’ll try to remind you again as we draw closer to May 13th… The currencies are still in rut, VS the dollar this morning… they haven’t lost more ground, just stuck in a rut… The euro, should have gained on the news that Spain was able to auction bonds this morning and meet their target, while France sold bonds and saw their yields drop. These two auction results should have eased the minds of those fearing the Eurozone countries will struggle to finance their borrowings.. Well, at least for now… I find this new very encouraging, in that the European Central Bank (ECB)’s 1 Trillion-euro LTRO (3-year loans), is fading, and therefore the demand you see for these bonds from Spain and France is “real demand”… not the kind where yields were held low because they were previously artificially held down by EB buying… But the euro is being hung out on a line this morning, waiting to hear what ECB President, Mario Draghi, is going to say in the press conference following the meeting where he will announce no change in rates… Euro traders are waiting to see if Draghi pulls a rabbit out of his hat of Central Bank tricks… So… for the euro today, it’s a case of you can’t do anything right as far as the markets are concerned… and I am concerned about what Draghi has to say, for he has really thrown the euro under the bus, to promote growth, which is exactly what we all expected when a Club Med President (Italian central bank) was put in the position of ECB president! In a case of “this should have been better for us than that”… The New Zealand dollar / kiwi, was the worst performer of the night, moving downward VS the U.S. dollar and the Aussie dollar (A$), in response to a very weak labor report. New Zealand 1st QTR unemployment rate jumped to 6.7%, from the previous quarter’s 6.4% figure… So, that was not so good for kiwi… but in reality, I think it was a knee jerk reaction to the number, for N.Z. unemployment has remained in a range of 6-7% for over two years now… On the side of “this should have been better for kiwi than the labor report”… The Reserve Bank of New Zealand (RBNZ), who used to be what I would call a “prudent Central Bank”, but kind of lost their way, brought some of that prudency back last night when they introduced a number of prudential policy changes, based on lessons from the global financial meltdown, in order to further strengthen the New Zealand financial system… For instance, the RBNZ seeing that financial institutions are more vulnerable than previously thought to contagion effects from financial shocks, due to the likelihood of liquidity contraction, decided to “up the game on bank liquidity requirements”, including their Core Funding Ratio, and they also address the Capital Requirements under the new Base III framework. Another thing the RBNZ announced was a framework to remove the tax payer funded bail-outs when banks fail… and there were more responses… See? Now, isn’t insuring that their financial system will remain viable during the next financial meltdown better for kiwi than a labor report? Or at least it’s a tie! This is the kind of stuff that I really get the hair on the back of my neck to stand up for… Central Banks doing what they should be doing, and not financing 61% of Treasury Auctions in one year, or running the printing press 24/7, or implementing stimulus packages that have been shown to not really work in the long run (see Japan, circa 1995-2012)… The sun is rising on the ocean this morning… I’m sitting on a deck overlooking the ocean, while I write the Pfennig… Now this is the way to write! I have my I-Pod playing. I’m even drinking coffee while I write today, normally I wait until I’m finished writing before I partake in a cup of coffee, as I want what I write to be pure Chuck! But not today… I’m actually having a good time writing this morning! Ok… sorry for that commercial break! Back to the tape! Don’t you just love it when someone always has a better way to do something than what you’ve chosen? Or a better idea, or a better anything? Well, I do… and to that is why I dislike any U.S. official that goes to China and tells them “how to do things better”… For instance, yesterday, U.S. Treasury Sec. Geithner told the Chinese that “a stronger, more market-determined currency would … blah, blah, blah… the thing that catches my eye, is that Geithner tells the Chinese they need a stronger currency, when the one he is somewhat responsible for is worth about 3-cents, and will someday trade to its intrinsic value… If having a strong currency is so important, then why doesn’t the Treasury Sec. go back to Washington and sit down with the President, Big Ben Bernanke, and Congress… He’ll get about as much reaction to that thought as he did in China! On sidebar… I participated in a CFA poll this week… 926 people responded, and 60% of them said that “hedge funds impact on the financial system can best be characterized as: Destabilizing… 21% said immaterial, and 19% said stabilizing… I voted as destabilizing… as their use of shorting, leverage and derivatives cause an outsized impact on the financial markets… Size matters, and when large amounts of money come into a market the market moves… that can be good, or bad… depending on what side of the trade you reside! OK… back to regular programming… yesterday we saw another regional manufacturing index print weaker, the NY ISM index printed at 61.2 falling from 67.4 in March… So, once again I say, Riddle me this Batman, how can the national ISM print an increase when all the regionals have printed weaker? The ADP Employment Change data that is supposed to give us an indication of the Jobs Jamboree which will print tomorrow, showed that in April, the country added 119,000 jobs… Which was much weaker than the forecast of 170,000.. Today, we’ll see another labor report called the Challenger Jobs Cuts… of course, none of this really gives us an indication of the Jobs Jamboree, because of all the “adjustments” the Bureau of Labor Statistics (BLS) makes before printing… And of course with it being a Tub Thumpin’ Thursday, we’ll see the latest Weekly Initial Jobless Claims for last week… look for 380,000 Gold & Silver have traded down this week… I shake my head in disgust at the things going on behind the curtain with these two… The demand for the two metals remains strong… Last week at the Casey Conference, every person that stopped by our table, eventually wanted to know about our Gold & Silver offerings… Eventually, the demand will win out over the price manipulators… In the category of Central Banks that have deep sixed their currencies besides the Fed and the dollar… we see the Brazilian real, and the Indian rupee… nasty moves these two have made in recent weeks, and it all comes back to the Central Bank’s moves to get their currency weaker… I told you a few weeks ago, that it appeared to me that the markets had given up on the Brazilian real, and that has really played out since… I had a Casey Conference attendee stop by the table on numerous occasions last week, and kept asking me if I was sure about the Swiss franc being pushed lower by the Central Bank… Seems the attendee only wanted to buy francs… I said, “that’s fine, but you need to be aware that the Central Bank did a defacto devaluation of 10% last September, and are talking about more”… I probably said that about a dozen times last weekend! Then There Was This… OK… yesterday, I talked about the future price of Oil… and said that well respected analyst, Porter Stansberry, had forecast a $40 price of Oil in the next year… I then went on to talk about what a great country we are, and why that shouldn’t be something we can’t get to… I then talked about the CPA… what a dork! I meant the EPA! A lot of you thought I was agreeing the Mr. Stansberry… Well, I wasn’t agreeing with him, I was saying “why can’t we do that”? and then gave a few examples of why it will be difficult to get to… Marin Katusa over at the Casey Research team, wrote a long article about how this will be difficult… You should try to go to www.caseyresearch.com and find that report… Marin does a great job! Updated at 6:23 p.m. ETHundreds of students and faculty at two universities in Los Angeles have been asked to stay home unless they can prove that they’ve been vaccinated against measles.The LA campuses of the University of California and California State University imposed the quarantine after they became aware of people infected with measles who had potentially exposed hundreds. At UCLA, a student exposed at least 500 people earlier this month; at Cal State, someone with measles went to a library and encountered hundreds.California officials said Friday the two campuses have more than 650 students and staff under quarantine order.UCLA was notified by the LA County Department of Public Health that one of its students had contracted measles. After identifying people the infected student might have come in contact with while contagious, the school asked them to provide proof of immunization. On Wednesday, 119 people who couldn’t provide proof were quarantined.Of those, dozens were able to prove immunity and were released from quarantine by Thursday afternoon. But 82 were still quarantined, and “a few may need to remain in quarantine for up to seven days,” the school said in a statement.”Considering the time that has elapsed since the last possible exposure to the individual with measles on April 9, the highest risk period for developing measles has already passed — and the period during which symptoms may appear is nearing the end,” UCLA Chancellor Gene Block said.Los Angeles County declared Monday that the county was facing a measles outbreak, with international travel leading to five confirmed measles cases, including students from UCLA and Cal State L.A. So far this year, 38 people have been infected with measles in California, state officials said, according to the Los Angeles Times.As of Wednesday, the Centers for Disease Control and Prevention was reporting 695 cases of measles from 22 states — the highest it’s been since measles was ostensibly “eliminated” from the country in 2000. There’s been a 300% increase in the number of measles cases worldwide over the first three months of 2018, according to the World Health Organization. “That increase is part of a global trend seen over the past few years as other countries struggle with declining vaccination rates and may be exacerbating the situation here,” the CDC said. The stand out addition is a feature called Read Aloud in Word, which you’ll eventually find available under the Review tab on the Word menu.Microsoft offers a range of tools that come under the heading of Learning Tools in Word. They exist to “help you improve your reading skills by boosting your ability to pronounce words correctly, to read quickly and accurately and to understand what you read.” Read Aloud falls squarely into the “read quickly and accurately” category.When enabled, Read Aloud allows you to hear any given Word document being read out loud while each word is highlighted simultaneously. By going through this process, Microsoft believes it is easier to recognize and correct errors. And because Read Aloud happens within the existing work flow, it’s easy to rectify each error as soon as it becomes apparent.Microsoft also views Read Aloud as beneficial for users with learning disabilities such as dyslexia. It should allow for improved reading and accuracy, and ultimately more error-free documents.Other new features of note include the ability to turn text into timelines in PowerPoint and support for 3D objects in Office apps. PowerPoint Designer tracks any times, dates and associated topics placed in slides and can intelligently create professional-looking timelines using that information. As for 3D support, Word, Excel and PowerPoint will all accept 3D objects from the Remix 3D catalog. In PowerPoint, you can even create cinematic animations using Morph on those objects.For now, these new features are being made available to Office Insiders, but Microsoft says they will “reach general availability later this year” for all Office 365 users. Bernstein | Getty Images It’s hard to know what to make of the testimony on legalized marijuana from Robert Patterson, chief of the Drug Enforcement Agency, before the House Judiciary Committee earlier this month.He attributed deaths to marijuana use but offered no information to back that up. He said he didn’t see “mass incarcerations” of marijuana users, even though FBI numbers show they increased in 2016 (the last year numbers are available). He said he was unaware of the many studies showing that opioid use has dropped in places where marijuana is legal.For example, in Canada, where medical marijuana is legal at the federal level, a recent study showed a “significant reduction” in opioid use in just six months.The House Judiciary Committee held the meeting to discuss the opioid crisis. Both prescription opioids and street drugs account for about 115 overdose deaths each day in the United States, according to the Centers for Disease Control and Prevention. Of those deaths, about 40 percent involve prescription drugs.While opioids were the topic, marijuana repeatedly came up during Patterson’s testimony (available here online in its entirety). In his testimony, Patterson said that marijuana remains a Schedule I drug “because of the science.”However, when asked by Rep. The FBI released data last year showing that the number of people arrested for marijuana increased in 2016, and accounted for more arrests than murder, rape, aggravated battery and robbery combined.Overall, the number of arrests for marijuana increased 12 percent to about 653,000 arrests nationwide. While the FBI numbers did not break out possession vs. other charges, historically possession of small amounts makes up the majority of marijuana arrests. He did not elaborate.He also said, under questioning from Gaetz, that he believes legalized marijuana adds to the substance abuse problem in the country.
