The vigilance of a referee is good, with the position’s autonomy highly respected and appreciated, yet there are instances when undetected mistakes are brought to the referee’s notice by anxious players of the other team. At that point, the referee’s credibility is put to test. Fair play is expected and, more often than not, practised. And the contest proceeds irrespective of the outcome with the foul treated as part of the game. The Election Commission of India (ECI) has been approached by the opposition leaders lamenting about Prime Minister Narendra Modi’s misuse of position to draw political mileage while the nation edges towards the Lok Sabha polls scheduled to start on April 11. The ECI has directed a committee of officers to examine the Prime Minister’s announcement of an Anti-Satellite Missile test. The news channels went into a frenzy as Modi tweeted about his plan to address the nation at noon. From a variety of apprehensions that may have been cooked in the anticipation of the announcement, it unfolded to be an achievement in the field of Science & Technology. India had entered the elite list of Space Super Powers, only the fourth nation to do so in the world. There is no doubt that this makes every Indian proud. Collectively, as a nation, we have walked quite a mile since we won our Independence back in 1947. The fact that our PM treated us to this delight on Wednesday noon, however, did not digest for some. Few pertinent questions spurred in social discussions amongst which one was if the achievement was necessary to be announced by the PM himself and not DRDO, that too in the middle of the election campaign with MCC in effect. PM is the head of the state and in all likelihood an appropriate person to do so. And, besides, our PM is the one who has ensured that we are in “safe hands” and hence demonstrating space prowess is only fitting for such a statesman. But, the statesman did not address the nation despite Pakistan holding his nation’s Airforce pilot captive. The time and occasion of his announcement are what have left a dubious mark on the entire episode. Part VII of the MCC deals with regulations for the ruling parties and point four of part VII deals with misuse of official mass media by the ruling party for publicising achievements during the election period. Modi’s ‘Mission Shakti’ speech has attracted criticism over the aforementioned norm, and to the opposition parties’ credit, and facilitated scrutiny by the ECI. Similarly, the unprecedented biopic of a serving Prime Minister scheduled to release just days prior to the elections and a web show about Modi’s life have both been considered as flouting of MCC in full effect during the election period. With incumbents making partisan statements and state governments complaining of the commission’s double standards, MCC has been a regular feature in the election discussions this week. Will the voters care is the bottom line of the entire episode. The bitter taste in the opposition camps is the apprehension of Modi’s announcement doing irreversible damage to their election prospects by his government’s achievement. Modi launched his party’s campaign from Uttar Pradesh citing how his administration had shown the courage to conduct a surgical strike in all spheres – land, sky and space. Though, even if he hadn’t announced it himself, including it in the campaign speech the next day would also have attracted abject criticism from the opposition camps. But announcing himself is where the rivals are hurt. Sitting BJP Ministers using the party’s slogan – “Namumkin ab mumkin hai” – have only rubbed salt on the opposition’s wounds in what is expected to be a fine example of good governance through technological achievement. While the eyes focus on ECI and what it comes up with its examination, the PM has nevertheless, got the benefit of doubt, and all that remains to be seen is how big an impact it made on the voter.
London: A day after a UK judge refused to dismiss an order freezing nearly 260,000 pounds (USD 337,730) in one of his London bank accounts, embattled liquor tycoon Vijay Mallya on Thursday questioned the SBI-led consortium of public sector banks pursuing him through the courts to recover dues they claim are owed to them. In his latest Twitter intervention, the 63-year-old former Kingfisher Airlines boss made another reference to Prime Minister Narendra Modi’s interview last month in which he had claimed that the government has recovered assets worth Rs 14,000 crores related to the now-defunct airline’s loan defaults. His statement came hours after Master David Cook, a judge in the Queen’s Bench Division of the Royal Courts of Justice in London, ruled on Wednesday that an interim debt order in favour of SBI and other banks seeking access to funds in Mallya’s ICICI UK bank account “should remain in force”. However, the application to make it final has been adjourned until after the hearing of Mallya’s pending bankruptcy petition, expected by the end of this year. The funds held in the account 258,559.79 pounds will meanwhile remain frozen as part of the worldwide freezing order in favour of the Indian banks last year.

New Delhi: Automobile dealers’ body FADA Wednesday said retail sales of passenger vehicles (PV) in March declined by 2 per cent to 2,42,457 units as compared to the same period last year. PV sales stood at 2,47,278 units in April 2018, according to Federation of Automobile Dealers Associations (FADA).Two-wheeler sales declined by 9 per cent to 12,85,470 units last month compared with 14,09,662 units in the year-ago period. Commercial vehicle sales declined by 16 per cent to 63,360 units against 75,622 units in April last year. Total sales, across categories, declined by 8 per cent to 16,38,470 units in April, against 17,86,994 units in the same month last year. “On a year-on-year basis, there was de-growth in all the categories as April 2018 had a very high base,” FADA President Ashish Harsharaj Kale said in a statement. The near-term outlook continues to be negative to neutral with the absence of any immediate positive triggers which could affect retail sales, he added. Kale said that inventory levels continue to remain high and requires further correction than done in recent months. “We believe that high inventory at this time is an extra burden on the auto dealers especially when the current environment is witnessing negative sales growth combined with extremely tight working capital availability,” he added. FADA will be strongly advocating for a leaner inventory of 21 days for its members thus helping them reduce a huge cost burden to stay afloat in these challenging times, Kale said. He added that consumer liquidity in April has seen marginal improvement but continues to be tight and still far away from the normal levels. “FADA is extremely concerned at the dealer liquidity which continues to remain very very tight and access to working capital for dealers has reduced further with the banking system taking a negative view towards auto retail in the current circumstances,” Kale said. There have been an unusually high number of dealership closures in recent times, especially in metro and tier 1 cities.

The Ohio State athletic department warned fans in need of tickets to OSU football’s homecoming game against Nebraska to beware of counterfeit tickets. The warning urged fans to purchase tickets from The Ohio State Athletics Ticket Office, OhioStateBuckeyes.com or Ticketmaster, the only authorized sellers of OSU athletics tickets. Tickets to the Nebraska game as well as all remaining home games can also be purchased through the Buckeyes TicketExchange at OhioStateBuckeyes.com/ticketexchange. TicketExchange is the only official ticket exchange site of OSU athletics and the only resale source that can guarantee the exchange of valid tickets, according to the Tuesday release. According to the message, fans that use any other source risk purchasing tickets that are “counterfeit, stolen or otherwise void, and as such will not allow the ticket holder admission into the event.” Dan Wallenberg, OSU athletics spokesman, said there have been no reports of counterfeit tickets this season, but there were some circulating toward the end of last year’s basketball season. “We realize it’s a big game and we’re just being proactive, making sure fans are aware that this could happen and to be wary of the possibility,” Wallenberg said. “Realizing the night game, the national TV, the demand for tickets for this particular game, we just wanted to get out in front of it.” OSU police chief Paul Denton did not immediately respond to The Lantern’s Tuesday evening request for comment regarding counterfeit tickets.
New coach, no problem. Despite being saddled with the difficult task of replacing a program legend, first-year Ohio State coach Kelly Kovach Schoenly is embracing her new role at the helm of the Buckeyes softball team. Prior to Schoenly’s arrival from Miami (Ohio), OSU had been under the direction of former coach Linda Kalafatis, who compiled 538 wins and six NCAA Tournament appearances in her 16 seasons leading the Buckeyes. Kalafatis was let go in May after OSU declined to renew her contract. “I have a ton of respect for (Kalafatis) and the coaching staffs she’s brought to the program through the years,” Schoenly said. “We constantly tell the girls she’s part of our tradition … She’s a great coaching legend for the Ohio State softball program and I’m proud to follow in her footsteps.” While replacing a program stalwart is difficult enough, trying to get 21 players, 17 of whom played under the previous regime, to buy into a new coach’s identity can be equally challenging. “Every group of girls is going to have its own mentality,” Schoenly said. “So you just want to embrace the personalities in the group that you have. I’m not trying to change them, you have to find the strength in each kid and let it come out.” With wins against three ranked opponents (No. 8 Georgia, No. 16 Louisville and No. 14 Arizona), Schoenly’s Buckeyes are off to a hot start at 9-6. “I think the team has responded great,” said senior third baseman Megan Coletta. “It was a fresh start for everyone and the (new) coaches made it really easy with how they were open to us and very friendly with us.” Coletta said there haven’t been any issues with the new staff so far and that everything is going smoothly in the early season. “All of our new coaches are really energetic and lively,” said freshman utility fielder Cammi Prantl. “The team’s feeding off their energy and creating our own energy. I think everyone likes the positive environment.” During the transitional period after Kalafatis’ departure and Schoenly’s arrival, the team’s four seniors led off-season workouts to keep the women on the same page and to welcome the incoming freshmen to a coachless environment. “It’s not like we’re just freshmen to them,” Prantl said. “We’ve been included in the group the whole time.” The summer workouts paid dividends for the team’s eventual bonding once Schoenly was named coach. “This summer when there wasn’t a coach at all, the seniors were really involved with keeping the freshmen active,” Schoenly said. “(The seniors) were like little assistant coaches before we arrived, just keeping the freshmen on track and wanting to be here.” With the Big Ten season looming after OSU’s spring break, Schoenly said the real test begins once her team starts conference play against Indiana on March 22. Each day the OSU softball team spends together, they get closer and more familiar with the ways of their new head coach. The team knows the growing pains they suffer now will help them better prepare for the grind of conference play. “The adjustment is having to get to know all 21 (players),” Schoenly said. “You have to find out which buttons to push for which kids, and that takes some time to learn … My goal is to find out which kids fit what roles and to put them in positions to have success.” OSU is next scheduled to take on Maryland on Saturday at 1 p.m. in College Park, Md.
With a spot in the Big Ten Championship Game locked up and a 42-27 win against Indiana in the rearview mirror, Urban Meyer and Ohio State have their sights set on archrival Michigan.Meyer — entering his third Michigan week as the Buckeyes’ coach — met with the media on Monday to discuss The Game and what it means to everyone involved, and also touched on some key points from OSU’s Saturday win over the Hoosiers.Meyer said he is “very pleased” to have another crack at the Big Ten title game this season.He said junior offensive lineman Taylor Decker, redshirt-sophomore offensive lineman Pat Elflein, senior wide receivers Evan Spencer and Devin Smith, and redshirt-junior wide receiver Corey Smith graded as champions on offense against Indiana.Sophomore running back Ezekiel Elliott and redshirt-freshman H-back Jalin Marshall were the players of the game on offense, Meyer said.Marshall was also the player of the game on special teams.Meyer said sophomore safety Vonn Bell, junior linebacker Joshua Perry, sophomore defensive lineman Joey Bosa, junior defensive lineman Adolphus Washington and freshman linebacker Raekwon McMillan were champions on defense.He said senior defensive lineman Michael Bennett was the defensive player of the game.Meyer on the Indiana game: “We put that one to bed rather quickly” with Michigan on the horizon.He said OSU-Michigan matchup is not like any other game. “That’s the way it is here, and that’s the way it should be.”“This is not another game, this is The Game,” Meyer said.“How to have fun is to sing the fight song in the locker room after a win against your rivals,” he said of the mindset he wants his players to have going into the game.Meyer said he likes to educate the players about the rivalry to make sure they understand the significance.He said “there are great players there,” in reference to Michigan.Meyer said he expects the Wolverines to raise their level of play against the Buckeyes: “Their personnel will play their very best against us.”He said Bennett has been “outstanding” for the last month.Meyer said it is “very important to be hitting your stride” at this point in the season.He called the Buckeyes the “most improved team out there.”Meyer said “motivation won’t be an issue” even though Michigan has a 5-6 record this season.When asked if he ever thought he would be recruited by OSU in high school, Meyer joked: “Of course I did, my mom told me I was a great player. Columbus, Ga., leaders are pursuing an online campaign to persuade Congress to undo stringent budget cuts forcing the Army to shrink to levels that could jeopardize the nation’s security interests.The campaign is a response to the Army’s latest round of restructuring, which will trim its active-duty end strength from 490,000 to 450,000 soldiers by the end of fiscal 2018. Fort Benning is slated to suffer a net loss of 3,402 soldiers, more than any other post under the second round of cuts imposed by the Army since 2013.“We can tell our story and make sure everyone understands that the size of our military is not being designed by strategy,” said Gary Jones, executive vice president of military affairs for the Greater Columbus Chamber of Commerce. “The military is being designed by budget, not a national defense strategy,” he told the Ledger-Enquirer.The Columbus Chattahoochee Coalition, which is now separate from the chamber, hopes to collect 25,000 signatures that would be submitted to the Alabama and Georgia congressional delegations. So far the group has collected 4,000 signatures. The coalition is publicizing the effort on four billboards throughout Columbus and on public service announcements.“We have a very active campaign doing presentations to business organizations, social organizations and to churches,” Jones said.Jones acknowledged the effort won’t prevent the Army from carrying out the latest round of cuts, but rather the coalition is hoping to convince federal lawmakers to erase the 2011 Budget Control Act spending caps.Jones said he is confident the campaign will meet its goal of attaining 25,000 online signatures. “If we don’t stop sequestration, more tough, tough times are coming,” he told the paper.Meanwhile, the region’s rental housing market is bracing for an uptick in vacancies as the population of Fort Benning drops. Now family members believe he could be out of San Antonio’s University Hospital in a few weeks. Ryland Ward, who was shot five times, was one of the 20 injured rushed to hospitals Nov. 5, when a gunman killed more than two dozen others during church service. He suffered wounds to his kidney, bladder, arm and leg. His great-uncle Earl McMahan says Ryland has undergone multiple surgeries over the last six weeks.“Right now he’s got a brace on the outside of his leg — screws and pins through his hip down to his femur. He has his arms wrapped. He’s been having skin grafts on it,” he said. “They’ve done all they can for it. This new information could be used to learn even more about the intriguing state of matter produced during the collisions. Explore further The matter, known as a quark-gluon plasma, is produced because the collisions are so energetic and hot that the ions’ constituent particles, quarks and gluons — known collectively as partons — which are normally tightly bound together, “melt” into a fluid-like particle soup.”What does a quark gluon plasma sound like? We wanted to find out,” said Duke University physicist Bryon Neufeld to PhysOrg.com, the paper’s corresponding author. “Sound waves are commonly used as a probe of everyday matter. But sound may also be a useful tool for researching matter at temperatures many thousands of times hotter than the sun.”Our work addresses the question of sound from a different perspective: What is the sound generated by highly energetic particles moving through the quark-gluon plasma, and how can we use it to explore the properties of the plasma?”Neufeld co-authored the paper on this research, appearing in the October 13 edition of Physical Review C, with physicists Berndt Mueller (Duke University) and Jorg Ruppert (McGill University, Montreal, Canada and J. These experimental signatures can help determine certain characteristics of the medium they are traveling through, such as the speed of sound and viscosity.”After the heavy-ion beams collide (in this case the beams consisted of either gold or lead nuclei), some partons back-scatter into the plasma rather than out of it. The physicists modeled the case of a single parton moving through the plasma, depositing energy and momentum in its wake. They took that model and used it to solve the hydrodynamic equations of the plasma. A majority of US males aged 13 to 21 (52%) now spend more time following non-traditional sports than traditional sports, according to research by Whistle Sports.The millennial-focused broadcaster, which produces sports-related content for digital platforms, found in its study that 56% of Gen Z viewers believe that non-traditional sports are “more relevant to their generation than traditional sports”.The US report, which was carried out in partnership with millennial research firm Cassandra, said that 90% of Gen Z males think there are many definitions of sports today, with 76% believing that practiced skills are more important to sports than physical activity.“If brands want to connect with Gen Z, and see ROI on their marketing investments, it is crucial to understand how young audiences define and consume sports,” according to the research. “Most young men are frustrated that traditional sports are overloaded with marketing messages, and they watch highlights (55%) over full games (45%) to avoid ads.”“Advertising in sports besides football, basketball, baseball, hockey and soccer has yet to pass the tipping point where it overwhelms; more than two-thirds of young men (69%) still say brands are a welcome part of non-traditional sports.”Whistle Sports curates and distributes sports-related entertainment content, which that focuses on creativity, humour and skill, to platforms like YouTube, Facebook Watch, Snapchat and IGTV. Updated at 6:23 p.m. ETHundreds of students and faculty at two universities in Los Angeles have been asked to stay home unless they can prove that they’ve been vaccinated against measles.The LA campuses of the University of California and California State University imposed the quarantine after they became aware of people infected with measles who had potentially exposed hundreds. At UCLA, a student exposed at least 500 people earlier this month; at Cal State, someone with measles went to a library and encountered hundreds.California officials said Friday the two campuses have more than 650 students and staff under quarantine order.UCLA was notified by the LA County Department of Public Health that one of its students had contracted measles. After identifying people the infected student might have come in contact with while contagious, the school asked them to provide proof of immunization. On Wednesday, 119 people who couldn’t provide proof were quarantined.Of those, dozens were able to prove immunity and were released from quarantine by Thursday afternoon. But 82 were still quarantined, and “a few may need to remain in quarantine for up to seven days,” the school said in a statement.”Considering the time that has elapsed since the last possible exposure to the individual with measles on April 9, the highest risk period for developing measles has already passed — and the period during which symptoms may appear is nearing the end,” UCLA Chancellor Gene Block said.Los Angeles County declared Monday that the county was facing a measles outbreak, with international travel leading to five confirmed measles cases, including students from UCLA and Cal State L.A. So far this year, 38 people have been infected with measles in California, state officials said, according to the Los Angeles Times.As of Wednesday, the Centers for Disease Control and Prevention was reporting 695 cases of measles from 22 states — the highest it’s been since measles was ostensibly “eliminated” from the country in 2000. There’s been a 300% increase in the number of measles cases worldwide over the first three months of 2018, according to the World Health Organization. “That increase is part of a global trend seen over the past few years as other countries struggle with declining vaccination rates and may be exacerbating the situation here,” the CDC said. The stand out addition is a feature called Read Aloud in Word, which you’ll eventually find available under the Review tab on the Word menu.Microsoft offers a range of tools that come under the heading of Learning Tools in Word. They exist to “help you improve your reading skills by boosting your ability to pronounce words correctly, to read quickly and accurately and to understand what you read.” Read Aloud falls squarely into the “read quickly and accurately” category.When enabled, Read Aloud allows you to hear any given Word document being read out loud while each word is highlighted simultaneously. By going through this process, Microsoft believes it is easier to recognize and correct errors. And because Read Aloud happens within the existing work flow, it’s easy to rectify each error as soon as it becomes apparent.Microsoft also views Read Aloud as beneficial for users with learning disabilities such as dyslexia. It should allow for improved reading and accuracy, and ultimately more error-free documents.Other new features of note include the ability to turn text into timelines in PowerPoint and support for 3D objects in Office apps. PowerPoint Designer tracks any times, dates and associated topics placed in slides and can intelligently create professional-looking timelines using that information. As for 3D support, Word, Excel and PowerPoint will all accept 3D objects from the Remix 3D catalog. In PowerPoint, you can even create cinematic animations using Morph on those objects.For now, these new features are being made available to Office Insiders, but Microsoft says they will “reach general availability later this year” for all Office 365 users. Bernstein | Getty Images It’s hard to know what to make of the testimony on legalized marijuana from Robert Patterson, chief of the Drug Enforcement Agency, before the House Judiciary Committee earlier this month.He attributed deaths to marijuana use but offered no information to back that up. He said he didn’t see “mass incarcerations” of marijuana users, even though FBI numbers show they increased in 2016 (the last year numbers are available). He said he was unaware of the many studies showing that opioid use has dropped in places where marijuana is legal.For example, in Canada, where medical marijuana is legal at the federal level, a recent study showed a “significant reduction” in opioid use in just six months.The House Judiciary Committee held the meeting to discuss the opioid crisis. Both prescription opioids and street drugs account for about 115 overdose deaths each day in the United States, according to the Centers for Disease Control and Prevention. Of those deaths, about 40 percent involve prescription drugs.While opioids were the topic, marijuana repeatedly came up during Patterson’s testimony (available here online in its entirety). Here are some of the highlights on marijuana that many have taken issue with or at least found very curious.Related: Racial Injustice and the Legal Marijuana IndustryUnaware of StudiesThe DEA currently lists marijuana as a Schedule I drug, meaning it has a high potential for abuse and no medicinal value. In his testimony, Patterson said that marijuana remains a Schedule I drug “because of the science.”However, when asked by Rep. Matt Gaetz, R-Florida, Patterson said he was unaware of the often-referenced 2017 study by the National Academy of Sciences that found “conclusive or substantive evidence” that marijuana effectively deals with chronic pain issues.Patterson also did not know about state studies from Minnesota and New Mexico about decreased use of opioids where marijuana is legal, or the similar findings of a study from the Journal of the American Medical Association. Gaetz appeared baffled that the head of the DEA would be unaware of such studies. However, Patterson did eventually say he is in favor of more study, although he also said he believes legalized marijuana is contributing to the country’s substance abuse problem.Related: To Touch the Plant or Not: What Type of Cannabis Business Should You Start?Not Seeing Arrest IssuePatterson also noted that he hears repeated references to arrests of marijuana users. “I don’t see a huge enforcement presence but I hear this statistic all the time about this mass incarceration of users…and I don’t see it,” he said.Those numbers come from the federal government itself. The FBI released data last year showing that the number of people arrested for marijuana increased in 2016, and accounted for more arrests than murder, rape, aggravated battery and robbery combined.Overall, the number of arrests for marijuana increased 12 percent to about 653,000 arrests nationwide. While the FBI numbers did not break out possession vs. other charges, historically possession of small amounts makes up the majority of marijuana arrests. A detailed study of marijuana arrests between 2001 and 2010 by the American Civil Liberties Union found that 88 percent of all arrests were for simple possession of marijuana.Patterson also said he knew of marijuana-related deaths, but when pressed on the issue he had no information on-hand to back that up.Related: New Study Will Explore Medical Marijuana as a Treatment for Autism“Dangerous Environment”Patterson did say he supports more research into marijuana. However, research is stymied because the federal government currently only allows marijuana grown at one location at the University of Mississippi for use in study.However, Patterson said personally he thinks the country is in a “dangerous environment” when it comes to legalizing marijuana given what he now knows about what fuels addiction issues in the United States. He did not elaborate.He also said, under questioning from Gaetz, that he believes legalized marijuana adds to the substance abuse problem in the country. Researchers don’t yet know how much of a problem that could pose for people trying to quit tobacco.As more states move to legalize medicinal marijuana and some to decriminalize recreational use, a better understanding is needed of how co-use of marijuana affects quit attempts by smokers.To learn more, a team of addiction investigators at the Medical University of South Carolina (MUSC) led by Erin A. McClure, Ph.D., assistant professor in the Department of Psychiatry and Behavioral Sciences, conducted an online survey of those who had used both marijuana and tobacco within a 30-day period about their smoking habits. Their results were published online on November 27, 2018 in Addictive Behaviors.”We focused on marijuana and tobacco because of the high prevalence of their co-use,” says Saima Akbar, first author on the article. “We don’t fully understand how these substances interact and what the implications are for treatment.”The MUSC team found that more participants used marijuana and tobacco sequentially than simultaneously. For example, more participants used a tobacco cigarette as a “chaser” to marijuana than smoked joints mixing both marijuana and tobacco, known as spiffs.The study also found that the degree to which marijuana and tobacco use were interrelated differed greatly by user. However, 26 percent of users reported they had smoked most of their cigarettes around the time they were using marijuana or were high. They were more likely to have a greater tobacco dependence and to smoke more cigarettes per day.”So, if somebody’s trying to quit smoking cigarettes, but they always use marijuana and tobacco together, it’s probably going to be much, much harder for them if they are still using marijuana than for somebody who uses both, but their use is not related in any way,” says McClure.The finding also raises the question of whether smoking tobacco after marijuana use enhances its subjective effects. More than 50 percent of those surveyed reported using tobacco cigarettes as a chaser. However, another 35 percent reported not doing so. It is possible that co-users of marijuana and tobacco who feel a more intense high because of the tobacco use would be more likely to use them closer together. They could have a harder time quitting smoking than those who did not feel such an enhanced high.
